CJAC Statement on Report Showing Californians Pay $2,500 in Annual “Lawsuit Tax”

SACRAMENTO, Calif. (December 9, 2025) — Jaime Huff, President and CEO of the Civil Justice Association of California, today released the following statement regarding a report showing that lawsuit abuse costs the average Californian $2,458 per year:

“Californians already pay more for everything – from gas to groceries – and abusive litigation is a major driver of those higher costs. Billboard lawyers are inflating prices through predatory lawsuits and jackpot verdicts that get passed directly onto consumers. If lawmakers are serious about reducing the cost of living, they need to rein in billboard attorneys’ weaponization of the justice system that has made this state unaffordable.”

The American Tort Reform Foundation today released their 2025-2026 Judicial Hellholes Report, which named Los Angeles as the number one Judicial Hellhole in the country. The report also found that Los Angeles residents pay an annual lawsuit tax of $3,658 per person – nearly $15,000 for a family of four – in increased costs due to lawsuit abuse.
